Keynote Speaker – Hong SHENG

Profile:Born in Shanghai in 1960, he graduated from Shanghai Maritime University, and currently serves as a council member of Shanghai Maritime University Alumni Association. He immigrated to the Netherlands in the early 1990s. After three-year training at a Dutch professional driving instructor institution, he obtained the Dutch instructor qualification certificate in 2000, and opened the Netherlands Shanghai Driving School in the same year. In 2018, he registered the Netherlands China Driving Training Promotion Foundation with the Dutch Chamber of Commerce and served as the president. He has 21 years’ experience in driving training teaching in the Netherlands.

                           主题概述——“发展与安全”

 

前言:第六届机动车驾驶培训与道路交通安全国际论坛(以下

简称“国际论坛”)定于 2022 年 6 月 15 日-17 日在中国辽宁沈阳

举办。届时,将邀请交通运输部运输服务司、公安部交通管理局相

关司局级领导出席论坛开幕式并致辞。现就本届国际论坛主题“发

展与安全”进行概述,供各参与方围绕核心论点进行相关准备。

一、驾培行业发展面临的新形势、新要求

根据公安部交通管理局统计,截至 2021 年底,全国机动车保

有量达 3.95 亿辆,机动车驾驶人达 4.81 亿人。人、车数量井喷

式的增长可以说我国是“跑步”跨入汽车社会。自 1956 年新中国

自主生产的第一辆解放牌汽车下线标志我国汽车工业正式开端,

至 1978 年,全国汽车保有量仅 120 万辆,驾驶人 180 万人。改革

开放以来,随着社会生产的恢复、经济的高速发展以及生活水平的

迅速提升,老百姓对汽车的消费需求迅速释放,汽车保有量及驾驶

人数量增长特征明显,驾驶人更是呈现“排浪式”增长。2003 年

底,全国机动车驾驶人数量达到了 1 亿人,第一个“一亿”实现

用了整整 54 年时间。2010 年底,驾驶人数量达到了 2 亿,年均增

长超过千万人,第二个“一亿”实现只用了 7 年时间。2014 年底,

驾驶人突破了 3 亿,位居世界第一,年均增长超过两千五百万,

第三个“一亿”实现仅用了短短 4 年时间。截至 2018 年 9 月底,

驾驶人超过 4 亿,年均增长超过 2500 万,第四个“一亿”实现用

了不到 4 年时间。我国机动车驾驶人数量突破 5 亿近在眼前。

在机动车及驾驶人数量高速增长的背景下,作为培养驾驶人的机动车驾驶培训行业也经历了高速增长。截至 2020 年底,全国

已有驾驶培训机构 20002 户,教练员 87.2 万人,教练车 79.4 万

辆。2020 年全国培训人数 2600 余万人,供给大于需求 3 倍以上。

结合我国近年新增驾驶人增长规律、学车适龄人口数量以及供给

侧饱和度,可以判断驾培行业已从增量市场转向存量市场,甚至缩

量市场。

当今正经历百年未有之大变局,新一轮科技革命和产业变革

深入发展,新冠肺炎疫情影响广泛深远,我国已逐步从高速发展阶

段进入高质量发展阶段。具体到驾培行业,未来一段时期,高速发

展期所“隐藏”的问题将逐渐显现,行业对于市场下行及增速降

低的惯性准备不足,发展进入到了调整期。对于如何解决行业发展

中不平衡不充分的问题、行业关心的重点领域和关键环节改革任

务执行力度以及创新能力不满足高质量发展要求等是这一阶段需

要解决的突出问题,将决定整个行业的发展方向。

总体来看,驾培行业的发展方式要更加注重质量效益,发展动

力更加注重创新驱动,服务更加注重需求牵引供给、供给创造需求

的更高水平动态平衡,真正做到以培养合法合格的驾驶人为己任,

为加快建设交通强国、平安中国提供有力支撑。

二、驾培与道路交通安全的关系

“三十年建成一个罗马,三百年建不成罗马文化”——驾驶

人安全文明素养亟待提高。汽车社会滚滚而来,我们用了短短十几

年时间走完了发达国家半个多世纪的汽车增长进程。但是与快速

发展的公路里程和机动车保有量等“硬实力”相比,汽车文明

“软文化”的积淀和养成尚不匹配,交通参与者特别是驾驶人的

交通违法行为和交通陋习较为普遍。每年发生的交通违法数以亿计,未按规定让行、超速、超载、超员、疲劳驾驶、酒后驾驶和闯

红灯等严重交通违法行为依然大量存在。根据事故统计,造成死亡

的道路交通事故中,90%以上是因驾驶人的交通违法行为所导致,

近十年,全国每年大约有 6 万人死于道路交通事故,20 多万

人在事故中受伤,数十万家庭饱受亲人离世之痛。与成熟的汽车社

会国家相比,我国交通事故发生率和致死率还偏高,远远高于发达

国家,道路交通安全形势依然十分严峻。从这个意义上讲,我们虽

然在数量上达到了汽车社会的标准,但在质量上与成熟的汽车社

会仍有很大差距,全社会道路交通守法、安全、文明、规则意识亟

待加强。而驾培行业作为学员最沉浸、专业、直接、系统的接受道

路交通安全知识和驾驶技能培养的基地,每年向社会输送 2500 多

万新驾驶人,将是未来构建道路交通文化不可或缺的一环。

道路交通安全是社会和谐发展的重要基础之一,两者为两个

三角对立的关系。底边是支撑道路交通安全的一系列活动,即人、

车、路、环境、管理等,底边越长,上半部分的汽车社会将更加和

谐,可实现的社会活动越多、经济发展更活跃。而能够更好的实现

和谐社会的前提是中间点越低越好,唯有如此上半部分投射和释

放出来的潜力才越大,这个中间点包含的内容是违法率、事故率、

死亡率。机动车驾驶培训行业是筑成底边重要的组成部分之一,也

是系统的培养新驾驶人的重要机构。从驾驶培训的社会价值出发,

每培养一名合法合格的驾驶人都将为降低我国道路交通违法率、

事故率和死亡率做出贡献,为汽车文明的形成筑牢基础。

当今正经历百年未有之大变局,新一轮科技革命和产业变革深入发展,新冠肺炎疫情影响广泛深远,中国已逐步从高速发展阶段进入高质量发展阶段。具体到驾培行业,在新政策、新科技、新理念的影响下积极探索转型发展路径。在此背景下,拟于2022年11月17日在中国湖南长沙组织召开第六届机动车驾驶培训与道路交通安全国际论坛,主题为“发展与安全”。

拟邀请国内外行业主管部门、驾培机构、研究机构及高校的专家、学者围绕驾培行业高质量发展,从行业监管服务、驾培企业现代化管理、科技创新应用等角度进行探讨,论坛规模300人。

希望通过此次论坛,进一步树立行业价值观,用发展的视角引导行业从业者开拓视野、开拓思路,为建设交通强国、平安中国作出贡献。

The 6th International Forum on Vehicle Driving Training and Road Traffic Safety
The world is undergoing momentous changes of a scale unseen in a century. A new round of
scientific and technological revolutions and industrial transformations are ongoing. The
COVID-19 pandemic exerts a far-reaching impact. China is moving towards a stage of
high-quality development from a stage of high-speed development. The driving training industry
explores the path of transformation and development in the context of new policies, new
technologies and new concepts. In this context, the 6th International Forum on Vehicle Driving
Training and Road Traffic Safety with the theme of “Development and Safety” will be held in
Changsha, Hunan, China on November 17, 2022.
It is planned to invite experts and scholars from domestic and foreign competent industry
authorities, driving training institutions, research institutes and universities to discuss the
high-quality development of the driving training industry in terms of industry supervision services,
modern management of driving training enterprises, technological innovation and application, etc.
300 people will participate in the forum.
It is hoped that this forum will establish industry values, guide industry practitioners to broaden
their horizons and explore new ideas from the perspective of development, and contribute to the
building of a transport power and a safe China.

Contribution of driving training to the road traffic safety training and education system
1. The status and importance of the driver training industry in the national road traffic safety
education system, and how to stimulate the driving training industry to actively fulfil the social
functions to ensure road traffic safety under the guidance of policies and systems. Please
demonstrate these by providing management rules or relevant bills.
2. How does your country shape the values of the people on road traffic safety, so that driving
learners and their family members, instructors, and driving training managers recognize the same
concept of road traffic safety, and apply it to practice to maintain this safety concept? Are there
any effective methods or whether there have been innovative methods in the past two years to
achieve this goal? Please give examples or illustrate this using data.
3. To what extent can the driving training industry play a role in road traffic safety? In what ways
it has played an important role?
4. What is the development stage of driving training in your country? What are the urgent
problems to be solved? What are the bottlenecks restricting development, and how to solve them
(or what measures have been adopted)?
5. How do you view the relationship between driving training and road traffic safety? Is there aninevitable connection? If yes, how does it play a role to ensure road traffic safety?
